Rich Toner has been a member of Mayo Clinic Finance leadership since 2021. Currently he serves as the Mayo enterprise Division Chair of Reimbursement & Pricing. Administrative Chair of Mayo's Government Programs Strategy Committee, and Mayo's Strategic Pricing Committee. Prior to Mayo Clinic, Mr. Toner served as a Senior Analyst in the White House Office of Management & Budget (OMB), focusing on Medicare, Medicaid, and private insurance markets. He has led payer negotiations for a large non-profit health system in the Mid-Atlantic region, while also serving on the Board and Finance Committee of a 250,000 member Medicaid and Medicare managed care plan in the same region.
